Backtagging: Sure. :V
Threadhopping: Ask first.
Fourthwalling: Probably n/a his story's kinda meta.
Offensive subjects (elaborate): Don't mention incest stuff without a prior OOC warning.

Hugging this character: Go ahead, but he will be Displeased and probably try to hex your character tbh.
Kissing this character: As above.
Flirting with this character: Feel free but he'll probably just be sort of confused and not take it seriously.
Fighting with this character: Feel free! He tends to mostly rely on his magic and his minions in a fight (both of which are admittedly considerable threats) so if you can get past those it isn't that hard to kick his green butt.
Injuring this character (include limits and severity): Check first if it's something that might have long term consequences such as a broken limb, otherwise go nuts.
Killing this character: Ask first.
Using telepathy/mind reading abilities on this character: I'll probably be okay with it, just talk with me first so we can hash out logistics.
Warnings: The Witch King really does not have scruples about using his magic on other people including in ways that will harm them, although since he's mostly just meant to be a goofy, fun sort of villain his spells generally won't be too edgy and I'm perfectly happy to OOCly discuss what you're willing to have him do.
Due to his metafictional nature he could be bad for muses sensitive to unreality issues/being fourthwalled, since he'll assume anyone who's involved with fantasy/scifi stuff somehow is just a character from another story and will treat the matter very casually. If your character is especially famous he might even have vaguely heard of them, although I'll default to him having not.
